David L. Stulb

David is an adviser on geopolitical risk, corporate investigations, and governance. He previously served as Global Leader of EY’s Fraud Investigation & Dispute Services practice, which he built from its inception in 2005 into a global network of more than 4,500 professionals across 75 countries.

During his career at EY David advised multinational corporations, financial institutions, and governments on crisis management, regulatory risk, transparency, and anti-corruption matters. He worked extensively with corporate boards and senior government officials, including finance ministers and central bank governors, on complex investigations and governance challenges. David’s work included leading the Oil-for-Food investigation on behalf of the Iraqi government and advising the Angolan government on financial oversight and reform.

David was a senior delegate to the Munich Security Conference and the Tana High-Level Forum on Security in Africa. He was the principal author of EY’s Global and European Fraud Survey series and has been recognised by Ethisphere as one of the 100 Most Influential People in Business Ethics. His commentary has appeared in international media including CNBC, the BBC, the Financial Times, and the Wall Street Journal.

Earlier in his career David served as Global Partner-in-Charge of Business Fraud and Investigation Services at Arthur Andersen, where he played a role in the investigation of Enron. He began his career as an operations officer with the CIA and as an officer in the United States Marine Corps.
